Our memorial scholarship awards are given out to local high school and college students in memory of three former firefighters who gave their all in service to our community.
Richard Emmanuel Ibarra Memorial Scholarship
The Richard Ibarra Memorial Scholarship honors the life, service, and legacy of Richard Emmanuel Ibarra, who made the ultimate sacrifice while serving the communities of Elk Grove and Galt on December 16, 2009.
Each year, this scholarship is awarded to one outstanding student in the Cosumnes River College Firefighter Internship Program who demonstrates a commitment to the fire service and exemplifies the dedication, integrity, and spirit of service that Richard embodied.
Steve Horning Memorial Scholarship
The Steve Horning Memorial Scholarship honors the life and legacy of retired Fire Engineer Steve Horning, who tragically lost his life in a vehicle accident on July 21, 2014.
Throughout his distinguished career with the Cosumnes Fire Department, Steve was a respected leader, mentor, and innovator. He was instrumental in establishing the department's river rescue program and inspired countless firefighters through his dedication to public service, teamwork, and training. Beyond the fire service, Steve had a deep appreciation for the outdoors and was passionate about preserving the natural environment for future generations.
Awarded annually to a graduating high school senior from the Elk Grove or Galt area, this scholarship recognizes a student who exemplifies Steve's commitment to environmental stewardship, community service, leadership, and a passion for making a positive impact on others.
Frank Harbert Memorial Scholarship
The Frank Harbert Memorial Scholarship honors the life, service, and legacy of retired Assistant Chief Frank Harbert, a dedicated member of the Galt Fire Protection District whose commitment to protecting others came at the ultimate cost. After years of service to his community, Frank developed occupational cancer related to his firefighting career, a sacrifice that ultimately claimed his life.
Awarded annually to a graduating high school senior from the Elk Grove or Galt area, this scholarship supports students pursuing higher education while recognizing those who demonstrate a commitment to service, perseverance, and the values that Frank exemplified throughout his distinguished career.
Students interested in applying for one of our scholarships are encouraged to download and review the application materials below. Please complete all required sections and submit your application according to the instructions provided. Applications must be received by the first Friday in April to be considered for the current scholarship cycle. Late submissions will not be accepted.
Paramedic Scholarship
The Cosumnes River College Firefighter Internship Paramedic Scholarship supports current and former participants of the Cosumnes River College Firefighter Internship Program who are pursuing a career in emergency medical services and the fire service.
This scholarship provides financial support by covering the full cost of a Paramedic Training Program at American River College, helping remove barriers for aspiring firefighter-paramedics as they continue their professional development.
Through this investment in education and training, the scholarship recognizes the dedication, commitment, and passion of Firefighter Internship Program participants while supporting the continued growth of skilled emergency responders who will serve our communities.
